The inlet fuel needle controls fuel flow coming from the fuel inlet seat. As the float goes up, the fuel inlet needle will slow fuel flow until it shuts off and as the float goes down it will allow fuel to flow into the fuel bowl. If you have a carburetor running rich that is flooding and loading up the engine there is a good chance the needle isn’t closing due to debris or failure.
